2021 UPDATED SCORECARD OF UNPARALLELED QUALITY REPRESENTATION OF RT. HON. UKO NDUKWE NKOLE, MEMBER REPRESENTING AROCHUKWU/OHAFIA FEDERAL CONSTITUENCY, HOUSE OF REPRESENTATIVES FROM JUNE, 2015 – JUNE 11, 2021 PRESENTED TO COMMEMORATE THE 2ND ANNIVERSSARY OF HIS SECOND TENURE.
Greetings my good people of Arochukwu/Ohafia Federal Constituency.
2.) I would like to start by thanking God for the opportunities given to me so far to serve my people. I am especially thankful for my re-election to the House of Representatives and I express my gratitude to God Almighty and the good people of Arochukwu /Ohafia Federal Constituency for their abiding faith in me.
3.) Being your Representative has been the honour of my life and everyday, I am mindful of the imperative to ensure quality representation for my people and going to any lengths possible to attract meaningful projects and developments for my people.
4.) There are a lot of expectations that rest on the Representatives and the yardstick to measure our performance is according to how many bills/motions we were able to move on the floor of parliament, but more tangibly, how much we were able to influence appropriations for public buildings, roads, bridges, empowerment, etc to our people. I must quickly reiterate that the process of award and funding of constituency projects are not handled by the legislative arm /National Assembly members rather they are handled by the Executive arm through their respective Ministries Department and Agencies that have such mandates .
5.) For me the era of making excuses that Legislators do not execute projects is over. While it is true that Legislators do not have any direct monetary provision to fund projects under our budget and constitution, it is the role of a vibrant Legislator to ensure that Federal Ministries, Departments and Agencies cite projects in their constituency and that provision is made during annual budgetary/ appropriation cycles to fund those projects while performance of such projects rest solely on the percentage releases to the respective implementation agencies from the budget office of the Federation under the supervision of the Federal Ministry of Finance.
6.) With 360 Members of the House of Representatives and 109 Senators in Abuja trying to attract development to their people, it presents a herculean challenge. But we give glory to God for grace, for relationships, for goodwill and for experience which has enabled me to attract an enviable number of projects to my people outside the box.
7.) Having set the background and without further ado, I would like to quickly highlight what I have been able to attract for the entire Arochukwu/Ohafia Federal Constituency first in the last 2 years of our 2nd Term (June 11, 2019 – June 11, 2021), then in the last 6 years of my representation combined (2015 – 2021).

19.Beloved Constituents, above are the developments we have been able to attract to Arochukwu/Ohafia Federal Constituency in the last two years. It is important to note that almost all through year 2020, the nation and indeed, the world was on hold because of the COVID 19 Pandemic.
20.I am delighted to note that I was with my people all through the lockdown period and I was daily giving out palliatives to different groups in my constituency for the entire year. We thank God for provision and preservation.

34.CHALLENGES
The majorly the challenges here is the problems of budget implementation which refers to the actual functioning,performance and execution of a specific revenue and expenditure estimation as documented in the budget and it’s a common fact that budget implementation in Nigeria is poor particularly the capital components and this accounts for delays in the completion of some infrastructural projects I have attracted to the constituency.That said I am optimistic that I will pursue to ensure the continuous funding for the respective projects in the agencies where the incomplete projects are domiciled to realize its full implementation for the benefit of our constituents.
